I've never had to wait over 15_20 mins. Maybe you are coming at a busy time.
No delivery
Sounds like the server was the sign. Id personally rather have a server tell me then find a sign saying sorry were closed for maintenance. Its more personable and a wise choice by the owner. Bad choice was doing maintenance during operating hours.
